BOARD OF SELECTMEN
Meeting Minutes November 2, 2015
Lower Level Conference Room 6:30 P.M.

First Selectman Mailhos called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Kowalyshyn & Blessington, members of the WFD #1 and a resident. First Selectman Mailhos led the Pledge of Allegiance.
Approval of Minutes:
Selectman Kowalyshyn moved to approve the minutes of October 19, 2015 as written.
Selectman Blessington seconded the motion adding an edit under Good & Welfare; noting the 13th Annual Car Show raised $1.400 for the Marine Corps Law Enforcement Foundation .

Correspondence:
A list of correspondence was available at the meeting and in the Selectman’s office.
First Selectman Status Report
First Selectman Mailhos went over some items on the report:
*Senior Housing projects- no change; the Housing Authority is still waiting for funding.
*Turnpike Road – Phase 1 & 2 have been completed. We are still waiting for DEEP approval for Phase 3.
*Potter School Bridge – has received IWWC approval, with conditions. We await the information to move forward.
*TOB Roof / Gutters – the work has been completed.
*Michalec Road – Tree Removal- the trees and stumps have been removed. The project can be taken off the list.
Public Works:
Derek reported that the crew has been busy with the following:
- Digging storm drain outfalls
- Service/repair to the snow plows
- Trim brush along the roadsides
- Grading gravel roads
- Fluid Film undercarriage of trucks~ (corrosion protection)
- Mowing detention ponds
- Removal of stumps on Michalec Rd
- Removed wheel stops at Center School
- Installation of road signs
- Vehicle/ Equipment maintenance
- Repair ramp at T.O.B
New Business
First Selectman Mailhos moved to refund $55.50 to Kemiao Jia; Tolland CT as a result of a Board of Assessment Appeal.
Selectman Blessington seconded the motion.

First Selectman Mailhos moved to refund $300.15 to Automotive Rentals, Inc. Mount Laurel, NJ for a credit of a sold vehicle.
Selectman Kowalyshyn seconded the motion.

First Selectman Mailhos moved to refund $727.24 to Arthur & Louise Mitchell, Mystic, CT for an excess payment.

First Selectman Mailhos moved to refund $1,777.65 to William Tremko, Willington, CT as a result of a Board of Assessment Appeal.

First Selectman Mailhos moved to re-appoint Tess Gutowski as a regular member of the Willington Inland Wetlands & Watercourse Commission; effective November 2, 2015; expiring May 16, 2018.
Selectman Blessington seconded the motion.
A discussion ensued about terms.

First Selectman Mailhos moved to re-appoint David T. Schreiber as a regular member of the Willington Inland Wetlands & Watercourse Commission; effective November 2, 2015; expiring May 16, 2018.
Selectman Kowalyshyn seconded the motion.

First Selectman Mailhos moved to re-Appoint Paul Schur as the Willington representative on Eastern Highlands Health District; effective November 2, 2015; expiring May 31, 2018.
Selectman Blessington seconded the motion.

First Selectman Mailhos thanked the members for serving on these boards. They are all valuable members.
- WFD #1 Request for Public Hearing – Fire Truck Purchase
WFD#1 Chief Alex Moore was present with members of the Department. Member Tyler Millix stated that the Department has sought 7 vendors, and held several meetings with all of the vendors. The Department will meet tomorrow night to choose the vendor. They would like to go with a model that will last 20-30 years. Mr. Millix added that they will stay within the $625,000 range, as was budgeted.
Chief Moore stated that he has been in contact with the Business Manager, and once the Department votes on the vendor, he will bring the information to her, so she can begin the preparation for the funding/leasing. He added that the price will remain in effect until December 1st.
The Selectmen will call the public hearing at the next meeting, on November 16th. The Public Hearing is slated for Tuesday, December 1st; pending if the Business Manager can get the leasing information and documentation completed.
Old Business
- Land Conveyance – parcel on Turnpike Road to the Town of Willington
First Selectman Mailhos stated that the Attorney has completed the title search, and we should now be all set.
First Selectman Mailhos moved to accept the parcel of land known as Assessor’s Lot M.B.L. #45-003-00 which is being donated to the Town of Willington by Margaret Harrison.
Selectman Kowalyshyn seconded the motion.

First Selectman Mailhos moved to authorize the First Selectman to sign the agreement on behalf of the town.
Selectman Blessington seconded the motion.

- Proposed State Police Firearms Training Facility Discussion
First Selectman Mailhos stated that the Steering Committee has not met in the past 2 weeks, and the upcoming meeting (scheduled for November 4th) will be rescheduled to November 17th. She added that she and the President of “Unwillington, Inc” will be meeting with Lt. Governor Nancy Wyman next week and she is hopeful she will have an update for the committee after that meeting.
First Selectman Mailhos added that the state originally told us that we should expect the EIE in October, but now they don’t have the money to even start it, so we are just sitting in limbo. She added that this could linger on for years and they just keep telling us to be patient. She stated that it is not fair, and we cannot be patient for that long. Selectman Blessington suggested asking for Legislative action that could possibly make it go away.
Several residents have approached First Selectman Mailhos asking why the Town doesn’t just purchase the property. She stated that there is a process we must follow, and in addition to that, it is a lot of money. She added that the property would be a nice site for conservation, possibly a future school and perhaps a fire department, because it is central, and the town owns abutting property, which would allow access to the parcel, however these things do not happen overnight.
WFD Member Tyler Millix cautioned that just because the parcel is central in town does not necessarily make it an ideal spot for emergency response, and the roads that would need to be traveled should be taken into consideration, noting that the members of WFD#1 are happy where they are.
First Selectman Mailhos stated that the “Unwillington, Inc.” group held their last meeting at the Wilderness Lake Campground before it closed for the winter. They will now hold their meetings at the library, and will meet bi-weekly. The “Unwillington, Inc.” group has asked if they would be able to put their sign back up on the Town Green. Selectman Blessington stated that he would not be happy with that, noting that the sign policy does not allow permanent signs; which is what they would need. Selectman Kowalyshyn suggested compromising with them, asking them to put a “temporary” sign up, and perhaps leaving it up for one week; listing their meetings for the month; and then taking it down for the remainder of the month. She stated that these people are willing to fight the State, so we
need to work with them.
First Selectman Mailhos stated that they would like to discuss this at the next Selectmen’s meeting, so we will add to the next agenda.
Good & Welfare
First Selectman Mailhos stated that the Animal Control Officer recently sent a thank you letter to resident, Ainsley Bourbeau, who collected donations for the pound in lieu of birthday presents. The pound received several items from Ms. Bourbeau and were very thankful.
Selectman Kowalyshyn reminded everyone to vote tomorrow.
